Two-day workshop on “Strengthening Divisional HMIS” at Barisal Division

A two-day workshop was organized by MIS, DGHS with key stakeholders supporting strengthening divisional MIS for Barisal division from 03 April to 04 April, 2016 in Conference Room, Health Division, Barisal from 9.00  AM to 5.00 PM.  The workshop was supported by DGHS, UNICEF, GIZ and icddr,b EU-supported project ‘Strengthening Health, Applying Research Evidence (SHARE)’

The main objective of this workshop was to increase district health managers’ capacity of use and interpretation of data and present their current situation based on DHIS2 data.

Day-1

Registration and inauguration

Participants: Civil surgeons from Barishal, Barguna, Bhola, Jhalokati, Patuakhali and Pirojpur district, Superintendent from district hospitals, MOCS from all CS office , Statistical Assistants  from all CS office and 250 bed hospital Patuakhali, RMO from Sadar hospital.

The two days HMIS workshop started with registration and Inaugural session. The workshop was started at 10:00 am with the recitation from the holy Quran. The inaugural session was chaired by Dr. Binay Krishno Biswas, Divisional Director Health, Barishal. He expressed the objective of this workshop and importance of use of data. He also said that the health manager should use routine health information data to analyse and oversee the progress of their services and make the decision to improve health services accordingly. He welcomed the participants and thanked the organizers and facilitators for organizing this HMIS strengthening workshop.

Video message from Prof. Abul Kalam Azad

A video message from Professor Dr. Abul Kalam Azad, Additional Director General (Admin) & Director, Management Information System (MIS) was shared at the beginning of the session. In the video message, he put emphasis on evidence-based decision making using the DHIS2 by the divisional and district health managers. In his speech he provided some examples so that managers understand how to take decisions using data though DHIS2.

Overview of MIS

Overview of MIS, DGHS was presented by Assistant Chief MIS, Dr. Mohammad Adnan Khan, DGHS. In presentation he provided brief description of all the HMIS applications and its use.

 HMIS concept and indicators

Mohammad Ullah, Technical Advisor-Health, giz presented HMIS concept and indicators. He shared why DHIS2

was introduced in HMIS system and discussed basic concept of indicators.  Data collection forms – Aggregated

Mr. Masud Parvez, Analyst Programmer, icddr,b presented existing data collection forms-aggregated & analysis of

February, 2016 data for Barishal division on EOC, IMCI, CSBA, hospital bed statement, OPD patient etc.

Meeting on Data Visualization

Meeting on ‘Data Visualization’ was held on Hotel Arena, Barishal at 8:00 PM to 9:30 PM. Prof. Dr Abul Kalam Azad joined in the meeting through Skype Call. Mr. Richard, Data Visualization Expert from Bloomberg Philanthropies, USA and all the technical HMIS stakeholders were present in the meeting.

Key discussion points:

  • Dashboard representation
  • A set standard for dashboards for the health managers in divisional and district level
  • Richard expressed that he is very much impressed about the progress on DHIS2 and HMIS system. He visited community clinic, UHC and District office  to observe the overall system and also presented in the workshop
  • Sayem briefly explained about the overall activities in divisional workshop to Professor Dr Abul Kalam Azad
  • Needs improvement of  the skills of health managers on data interpretation using charts, tables and GIS map in dashboards
  • Professor Abul Kalam Azad suggested that we can arrange a divisional meeting in Dhaka where all the Divisional Director, Line Director and Civil Surgeon will be present.

Day-2

Recap session of Day-1

Dr. ASM Sayem from UNICEF did the recapitulation of the first day session.

Overview of all forms

Dr. ASM Sayem from UNICEF presented overview of all forms. He also presented how health managers like Line Directors, Divisional Directors, and Civil Surgeons can interpret data and how they can demand the necessary information from the statisticians and monitor data by themselves. He also demonstrated all HMIS system at a glance like HRM system, Complain Suggestion System, Web-portal etc.

Group Task

Preparation of dashboard; five case studies were given to the corresponding district group.  For each group, one facilitator was assigned to help them.

Group work presentations 

Each Civil Surgeon presented from the group about the reporting rates, IMCI, EMoC, Maternal death, C-section rate, diarrhea, pneumonia, and hospital equipments and logistics dashboard of the respective district.

Closing:

Once the group-wise presentation and discussion was completed, the chair of the workshop Dr. Binay Krishno Biswas, Divisional Director Health, Barishal Division made his concluding remarks of two-day’s workshop. In his concluding remarks, the chairman of the workshop said that Information is power. We cannot move forward without it. In every monthly meeting we should talk about the data and monitor the data using the system. Discussion:

  • Medical college hospital is not sending the data through DHIS2 properly. Divisional Director emphasize that they should send the information
  • Barishal District Civil Surgeon suggested that there should be an online Indent form on logistics.

 

Data collection forms – Individual

Existing data collection forms – individual & analysis 2015 data for Barishal division from Community Clinic, presented by Mr. Md. Waliul Hasan, Senior Programmer, COIA. He has introduced individual tracking system for pregnant woman and under 5 children.

 

Data analysis and use

Dr. ASM Sayem from UNICEF presented on how to analyze data and how to interpret results. After that Mr. Mohammad Ullah, Technical Advisor-Health, GIZ demonstrated on how to create dashboard, pivot table, data visualizer and GIS.
