Title Monthly District Coordination Meeting  in Jessore District and Visiting One UHC
Key Objective To observe and provide guideline in the monthly meeting so that the managers are using HMIS systems data and take decision accordingly. Another objective is to explore Monirampur Upazila Health Complex because of their success story in Indoor event capture in DHIS2 and to see how they build up the infrastructure of Internet, LAN, and CC TV from their own initiatives.

  1. Description of activities:

In Bangladesh, District Health Information System (DHIS2) software is being used to collect and analyze aggregate data from government run health facilities. icddr,b continues working closely with government to strengthen capacities to generate flawless health data from different tiers of health facilities. As part of this initiative, SHARE (Strengthening Health Applying Research Evidence) project, EU funded Project providing intervention in jessore district to strengthen HMIS system. As a part of it baseline study has already completed. Now the project is observing and providing guideline in the monthly district coordination meeting so that the managers are using HMIS systems data and take decision accordingly.

Day 1: January 23, 2017 (Monthly Meeting)

The monthly meeting was chaired by Dr. Gopendra Nath Civil Surgeon, Jessore. He delivered his valuable speech. In his speech he mentions that the health managers should take the opportunity of the power of information and moving forward accordingly. Now every monthly meeting UH&FPO from each upazila would presents their data from HMIS systems. We should improve our quality of data. The opportunity is icddr,b SHARE project is providing assistance in all aspect of strengthening HMIS system in jessore. So we should utilized their expertise and moving forward to the ultimate goal.

After the meeting presentation sessions were conducted by respective facilitators is as follow:

Feedback:

Dr. Dilip Roy, UH&FPO Monirampur UHC said that the Three days training on strengthening HMIS system in jessore, organized by icddr,b SHARE project was very much effective that’s why they the managers are now properly using the system from their own and hope it will improving and you can see a very good result in the near future.

Key Decisions:

  1. EPI Surveillance Medical officer will present EPI presentation from DHIS2 in next monthly meeting.
  2. Tuberculosis (TB) program will also present data from newly incorporated TB program in DHIS2.
  3. All UHC will keep continuing to present their dashboard from DHIS2 data in every meeting.
  4. Every UH&FPO will download local health bulletin before the monthly meeting
  5. Jessore district will present data from local health bulletin to compare all district current situation in next meeting.

Day 2: January 24, 2017 (Visiting Monirampur UHC)

In 2nd day of the jessore trip we had visited Monirampur Upazila Health Complex. The objective of this visit is to explore Monirampur Upazila Health Complex because of their success story in Indoor event capture in DHIS2 and to see how they build up the infrastructure of Internet, LAN, and CC TV from their own initiatives.

Observations and Findings

  1. Infrastructure of Local Area Network and Internet

From the MIS, DGHS initiatives all the UHC are going to establish Local Area Network. Monirampur UHC has already set up the LAN. But in terms of internet connectivity, the problem is the vendor is different. So, without the MIS intervention, it is difficult to setup internet connectivity within the LAN. But with the initiative of  Dr. Dilip Roy, UH&FPO and Dr. Md. Touhidul Islam, RMO, Monirampur UHC they have set up BTCL internet 1500 Mbps internet within the LAN. They have also setup Bangladesh Computer Council provided 512 Mbps internet in the UHC.

  1. Status of the workstation

They had some desktop computer which was not functioning properly. From their own initiatives they repair some workstation and send some to the MIS, DGHS. Now all the computer is functioning properly.

  1. Event Capture in DHIS2

Monirampur Upazila Health Complex placed third position in event capture within all UHC in Bangladesh. We have visited there to know about how they operating the Indoor event capture in that UHC. First of all Dr. Touhidul made a shortlist of the ICD-10 code and hanging that list in the nurse workstation room which help them to find the proper diagnosis and chief complain easily and correctly. He workout that most of the patient comes in that UHC there within the 40-50 cases. If something new he added that name in the list.

  1. Using DHIS2 Dashboard

Monirampur UHC has their aggregated dashboard in DHIS2 and they have a display they dashboard in the physical board in well-decorated pattern.  But about COIA individual tracking they didn’t have monitoring dashboard in DHIS2. We had provided on job training on how to create individual tracking dashboard and had created 2 dashboards for their daily needs.

  1. Setting CCTV for monitoring purpose

CCTV is setup in some important location like the main entrances, Indoor, OPD entrance etc and mentoring from UH&FPO room. Dr. Touhidul, RMO setup the monitoring of the CCTV in his android mobile app so that he can also monitor outside of hospital premises
