Two-day workshop on “Strengthening divisional HMIS” at Dhaka Division

A two-day workshop was organized by MIS, DGHS with key stakeholders supporting strengthening divisional MIS for

Dhaka division from 05 April to 06 April, 2016 in Conference Room, Institute Of Public Health (IPH) Dhaka from 9.00  AM to 5.00 PM. The workshop was supported by DGHS, UNICEF, GIZ and icddr,b EU-supported project ‘Strengthening Health,  Applying Research Evidence (SHARE)’

The main objective of this workshop was to increase district health managers’ capacity of use and interpretation of data and present their current situation based on DHIS2 data.

Day-1

Registration and inauguration

Participants: Civil surgeons from all districts of Dhaka divisions, Superintendent from district hospitals, MOCS from all CS office , Statistical Asst. from all CS office and 250 bed hospital, RMO from Sadar hospital.

The two-day HMIS workshop started with registration and inaugural session. The inaugural session was chaired by Professor Dr. Abul Kalam Azad, Additional Director General (Admin) & Director, Management Information System (MIS). Then welcome speech was provided by Dr. Samir Kanti Sarker, Deputy Director, MIS, DGHS. He emphasized on the use of the HMIS system specially DHIS2 and HRM. Objectives of the workshop was presented by Mr. Omar Faruq, Chief of UNICEF, Dhaka and Mymensingh Division. He mentioned some success story of Netrokona in terms of use of data.  He said that managers should practice evidence-based planning using the Information Technology.

Speech of Prof. Dr. Abul Kalam Azad

Professor Dr. Abul Kalam Azad, Additional Director General (Admin) & Director, Management Information System (MIS) was the chair of this workshop and he delivered his valuable speech. He emphasized on the Sustainable Development Goals (SDG) and its targets. He explained that last 25 yeras we had given focus on achieving MDG in health, now after post MDG era, Bangladesh government is committed to achieving SDG targets for health. The overall objective of the SDG highlights the achievement of Universal Health Coverage where government will take care of the citizen. He mentioned after successful completion of MDG, now we have challenges for moving forward to achieving the SDG targets. For SDG, he emphasized on the Non Communicable diseases.  He also uttered that health managers should know the major burning diseases or issues in their areas and for this they have to use the routine health data and properly interpret that data. He also said that all the Civil Surgeon has their tablets or computers, so they can monitor the data and can make decision accordingly.

 Overview of MIS

Overview of MIS, DGHS was presented by Dr. A.S.M Sayem, HMIS Planning officer, UNICEF.  In the presentation he provided brief description of all the HMIS applications.

HMIS concept and indicators

Muhammad Abdul Hannan Khan, Senior Technical Advisor, GIZ presented HMIS concept and indicators. He shared why DHIS2 was introduced in HMIS system and discussed basic concept of indicators.

Data collection forms – Aggregated

Mr. Masud Parvez, Analyst Programmer, icddr,b presented existing data collection forms-aggregated & analysis of data  for the month of March, 2016 for Sylhet division from EOC, IMCI, CSBA, hospital bed statement, and OPD patient data etc.

Data Analysis and Use

Dr. ASM Sayem from UNICEF presented how to analyze data and how to interpret data. After that Mr. Mohammad Ullah, Technical Advisor-Health, GIZ demonstrated how to create dashboard, pivot table, data visualizer and GIS.

 Group work (analysis and presentation)

Group was divided into each district. Each district had Civil Surgeon, RMO and Upazila Statistician. For each group, one facilitator was assigned to assist them. They were requested to create ten dashboard tabs. On day one, they presented five tabs and on day two, they presented the remaining five tabs using DHIS2 pivot table, chart and GIS Map.  The dashboard tabs were: Child Health, Maternal Health, Reporting Status, Logistics, Death, Diseases Burden, Indicators, Hospital Information, Nutrition and Health facilities.

Recap of day-1

Dr. ASM Sayem from UNICEF recapped the day-one session.

He presented how health managers such as line directors, divisional directors, and civil surgeons can interpret data and how they can demand the necessary information from the statisticians and monitor data by himself. Dr. Sayem also demonstrated the HMIS web portal.

Discussions:

1.Statistical Assistant, Rajbari District said that in some cases they captured data in DHIS2 but those could not be shown in the report like in chart or pivot table. Mr. Hannan from GIZ took a note of that issues and assured to solve that.

2In dashboard GIS Map was showing “No Coordinate Error”. GIZ should take care of this.

3.Statisticians have been currently suffering to login into the COIA+ program and also facing problem to view the report. GIZ mentioned that because of the version change this problem can arise and they will figure out the issues.

4.Because of the discontinuation of the diseases profile form, users are sometime facing problem in ICD-10 code.

Group Work and Presentation

Group Task – Preparation of dashboard; five case studies were given to the corresponding district group.  For each group, one facilitator was assigned to help them. On day one, they presented five tabs and on day two, they presented the remaining five tabs using DHIS2 pivot table, chart and GIS Map.  The dashboard tabs were: Child Health, Maternal Health, Reporting Status, Logistics, Death, Diseases Burden, Indicators, Hospital Information, Nutrition and Health facilities.

Group work presentations – Each civil surgeon presented from the group about the reporting rates, IMCI, EMoC, Maternal death, C-Section rate, diarrhea, pneumonia, hospital equipments and logistics dashboard of that respective district.

 

Closing:

Dr. Sayed Ebne Sayud, Civil Surgeon Tangail delivered the speech as the representative of all Civil Surgeon. Kamrul Hasan Bhuiya, Statistician Maymensingh, suggested some data elements are not needed and these should be omitted as well as there is need to include denominators to calculate important indicators. He also stated that Health Assistant don’t have the username and password. Dr A.T.M. Iqbal Anwar, Scientist and Project Director, Health System and Population Studies Division, icddr,b, mentioned that we are not information minded. The system automatically compiles all the data of the different level. So we should get the advantage of the Information Technology. Sayed Mohammad Habibullah, Chief MIS, DGHS expressed that all the CS presented well and he thanked all the participants. Finally Director Health, Dhaka Division made his concluding remarks of the two-day’s workshop. In his concluding remarks, he said that the workshop has been very successful. He mentioned that managers should use the system and get benefit of it. Finally he thanks all the organizers and participants of the workshop and announced the closure of the workshop.
